ZESTY PERKY TURQUOISE
According to the colours psychology that I read, turquoise enhances the ability to focus and concentrate, assisting with clear thinking and decision-making, and help to develop a good organizational skill. I'd say any skin tone would go with turquoise. You just have to choose the right hues of them.

HOW TO MAKE UP?
When you use turquoise, you don't have to put those heavy green eye shadows, just to suit what you wear. Those are unnecessary unless if you are going for a party! Use natural shades with a little touch of pink, or perhaps a turquoise eye lenses if you have one.
PLAYING WITH COLOURS!
If you are choosing turquoise to wear for office attire, it is rather safe for you to combine them with black or light natural colours such as rusty pink, khaki or beech. However try to avoid white, since it will make you look brighter than the wall;p. (Remember the rules of thumb: - wear bright colours with soft/rusty colours /new + vintage NOT old+old and new+new). This is how you play with the tone of the colour you are using. Turquoise also goes well with earthy tone like brown, gold, bronze and even silver.
